This is the American victory scenario. The ECA collapsed against Russia, forcing the Americans to intervene and eventually win. The USA also fights a war against China, and succeeds in deposing the old Chinese government but keeping the old system. Russia collapses into civil war after several reversals and a failed coup, leading to that country's breakup under American auspices. 

The United States has formed the Global Defense Initiative to maintain its newly-restored global hegemony. The GDI acts as a replacement for the defunct UN, acting as a global network for peacekeeping led by the Americans. GDI peacekeepers have the right to intervene in any armed conflict within the GDI's member states, so long as they are asked to by the member state's government. This means that international counter-terrorism operations can now be quickly conducted by an international body. Of course, the Americans are in de facto control of the GDI, a result of the "America First" mentality that settled after the Zero Hour event.

Another cornerstone to American dominance is the North American Union. The NAU has become the pet project of two successive administrations. Membership has been expanded throughout the post-war years, with the idea of opening all North American markets to American goods, businesses, and banks. The dollar has become officially recognized in all NAU states, although they continue to use their currencies. Free movement is currently being discussed, and with the sharp fall in illegal immigration due to the improving conditions in Latin America, this has actually become a viable political opinion. 

The Americans set up two European defensive pacts, under the belief that Europe needs them to defend itself from future threats. These pacts, one for each "half" of Europe, does not have America as a member. Rather, America has a bilateral treaty of mutual defense with each alliance, allowing the Americans to respond to threats in whichever region is under attack. The Americans provided aid in the form of new Marshall Plans to rebuilt both sides, with eastern Europe receiving more than western Europe. In exchange, the European member states are required to pay a certain percentage of their GDP to their own military and towards mutual defense initiatives. The division of Europe allows for more localized initiatives and disincentivizes "passing the bill" onto richer states. 

Much of Russia is no longer a war zone, but it is far from peaceful. Russian ultranationalists have sprung up in the wake of the destruction of the Russian Federation, using wartime weapons and old GLA caches to continue their war against the "American imperialists." In the meanwhile, the post-war Russian governments are extremely unpopular, seen as toadies of the American war machine. Thus they find themselves paralyzed unless they are prodded to do something by the Americans, which only increases their image as puppets. 

In the Third World, the Americans are trying to establish successful regional alliances. The South American Compact, the Free African Union, and the Middle Eastern Council are all established by pro-American governments to stamp out regional threats, such as post-GLA terror organizations. The Americans and GDI have peacekeeping agreements with these states, which allow American and GDI troops to intervene in combat situations for a limited duration of ninety days. Afterwards, the Americans are required to declare war on a particular organization. The Americans are also pouring money into developing these regions, with the belief that this would repair America's global image. Unfortunately, corruption at the local level means most of the money disappears and never gets to the people it needs to, making the Americans look like they are bankrolling corruption. 

In the meanwhile, post-war China suffers from the same problems as Weimar Germany, and is now under the control of ultranationalists who want to go to war with the USA. The Communist Party wasn't deposed from power, as the events of previous decades had actually warmed American hearts to the People's Republic of China, so instead the wartime Chinese government was perceived to be run by particularly nasty militarists who needed to be deposed, who had fooled the Chinese people with their Orwellian "Modern Way" program. They were thus replaced by pro-Western, pro-market officials, and efforts were made to "deprogram" the Chinese people. The new crop of Chinese leaders were ultimately ineffective in solving the massive economic problems that post-defeat China suffered, particularly demands for war reparations from the Americans and their allies. The "deprogramming" efforts failed, as ultranationalists painted these programs as anti-patriotic, anti-Chinese, and an attempt to brainwash the Chinese people into becoming Western toadies. Both factors led to the rise of genuine ultranationalists, who believe that they will win in a rematch against America and rightfully claim China's place as the center of the civilized world. 

Japan is a great power that is increasingly independent of America, but keeps with the Americans because of China. Japan has ambitions of building the Pacific empire it couldn't during the Second World War, and some Japanese ultranationalists are looking forward to a war with China. After all, with America on their side rather than against them, they would certainly triumph over the Chinese.
