The Human Purity Party of the Duzhonev Imperium is, roughly, divided into two halves: the Upper Party and the Lower Party. The Lower Party make up the middle class of the Duzhonev Imperium, serving as the managers, white collar workers, and lower-ranking officers of the Duzhonevian Imperial Guard. 

To members of the Lower Party, a commission in the Imperial Guard is both a blessing and a curse. It is a blessing, because it is one of the few ways that a Lower Party member may actually enter the Upper Party. Given the strict surveillance and control the Party maintains over the Lower Party, the chance at freedom and power is one that many Lower Party members would kill for, oftentimes literally. On the other hand, Lower Party officers are given some of the worst, and most dangerous, roles that an officer could have in the Guard. Lower Party officers deal with the rote tasks, the day to day management, and if they are unfortunate enough, front line combat. These are the commissars. 

The commissar is a somewhat-unique rank in the Duzhonevian military. While political officers exist in other militaries, commissars are part and parcel of the Imperial Guard. The title of commissar is more of a role than a rank, and commissars hold different officer ranks within the Guard. Unlike other officers, commissars have the crucial role of controlling guardsmen during the heat of battle, whether they are serving planetside or in orbit. Commissars micromanage the movement and actions of guardsmen. If they are commanding conscripts, then they are expected to use any means necessary to keep morale up, up to and including summary battlefield executions. Indeed, commissars are infamous for their use of the pistol, sometimes for even minor infractions. 

Commissars wear Party uniforms into combat, albeit modified for battle. The Party understands the importance of imagery, and the sight of the Party's dedicated men leading faceless guardsmen to glory and victory is one that the Party wishes to impose on the outside galaxy and their own people. As Party members, they are required to wear the Party armband at all times. This commissar has a display monocle, which allows him to view troop movements and assists with targeting should he find himself in combat. ​
